PhotoFiltre is an excellent free (did I say completely free?) photo editing and image manipulation program. It’s simple to use, for graphics dummies like myself. The interface looks pretty plain and simple and things work in a manner that seems to make sense (unlike some other photo editing programs).
I’ve used it on my computer for the past few years. The author continues to release new versions (did I mention it’s free) so you can have the latest and greatest. The major knock on this program is that is doesn’t support layers. But if you don’t do any serious photo editing or image manipulation you probably don’t even know what layers are, so who cares?
I’ve created lots of cool little graphics with this program. I’ve spent lots of time playing with the different image effects and additional plugins available from the website. I’ve also used it to create captions, add text to photos, and put pretty little frames around pictures. Check out the graphic on truthsaves. I used PhotoFiltre to create it. Nothing special, I know, but easy to do with this cool little program.
If you want a full-featured photo editor (minus layers) that rivals a lot of the commercial offerings out there, give PhotoFiltre a try.

I don’t know if you’ll see this comment or not since this post is several days old, but how is PhotoFiltre different from Picasa? Is it beneficial to have them both?
PhotoFiltre allows you to manipulate images in whatever way you’d like. It doesn’t organize photos for you. Picasa works as a simple photo editor but its primary use is as a very powerful photo organizer.
Think of PhotoFiltre as an advanced Paint program. I typically use it to create text images (such as my logo on truthsaves), or to create frames for photos (see the photo near the bottom of this testimony), to convert images to different file types, or to make more advanced edits than Picasa allows. It is not a photo organizer like Picasa.
